Exports issues to a file in XML format.

Parameters

Name	Description
Handle	A valid Handle used to identify the User.
RootID	The ID of an Issue, Project, or Query
XMLStr	Returns the contents of the Issues in XML format.

Return Value

Err_OK if successful or an error code indicating the error.

Remarks

Many issues contain large amounts of data and the returned string can be very large.
